5Rights Foundation exists to build a digital world that young people deserve. Working with and on behalf of young people, we publish research and develop policy that advocates for enforceable regulation and international agreements. We develop technical standards and protocols with engineers and partners in order to imagine and design an online world that children and young people can access creatively, knowledgeably, and fearlessly.
This work was produced by 5Rights Foundation, with thanks to Susie Alegre, Doughty Street Chambers, Professor Julia Davidson, University of East London, and colleagues from the University of Rwanda for their significant contributions.
5Rights Foundation gratefully acknowledges the financial support provided for this programme by the End Violence Fund. The End Violence Fund provides financial support to programmes that deliver practical, innovative solutions to protect children from online exploitation and abuse.
The Child Online Safety Toolkit is supported by partners around the world
Child’s Rights Coalition Asia
Amihan Abueva, Regional Executive Director
“5Rights’ toolkit sets out comprehensive and practical guidance for us to create a digital environment where all children enjoy their rights. As an organization advocating for meaningful participation of children and civil society in decision-making processes, Child Rights Coalition Asia is delighted that this toolkit is useful not only to policymakers, but also to child rights organizations – as well as the children they work with – in deciding on their strategic interventions to have a safe, inclusive, and child-friendly digital world.”
“Children worldwide face a sustained threat of child sexual exploitationand abuse online. As a global alliance of countries, companies and charities, we are calling for a response to this issue that creates safe online environments for children. This Toolkit is an excellent resource for policymakers. Drawing on WeProtect’s Model National Response framework, this comprehensive toolkit enables countries to identify the range of risks that children face online and establish a robust national action plan that keeps children safer online.”
“Plan International has been advocating for girls’ rights for over a decade. They have a right to speak up and take part in public life, but online abuse is disempowering girls. In order to achieve gender equality in an increasingly digital world, online spaces must be made safe, accessible and affordable. The Toolkit is a comprehensive, actionable guide for developing, reviewing, and implementing stronger policies, as well as facilitating broader discussions about online harassment and violence against children, including girls.”
“The 5Rights Foundation’s Child Online Safety Toolkit provides clear, comprehensive, and essential guidance to help fulfil international obligations to keep children safe from online harms. This guidance is much needed to ensure that all nations are adequately prepared to implement child safety measures. This global problem requires truly global solutions, and this is exactly what 5Rights Foundation is providing.”
“A strong and comprehensive response to online child sexual exploitation and abuse needs a foundation in national policy. With so many factors to consider, governments often need guidance on where to start and what to consider. This COS Toolkit is therefore an important resource for policymakers as they take steps to build a safe online environment for children and young people in their country.”
“The digital world is a playground that needs to be safe by design, because all children should be safe to explore and express their full potential wherever they are. Eurochild welcomes and endorses the Global Child Online Safety Toolkit, a necessary roadmap for policy makers and practitioners to make sure that online reality is fit for children.”
“Terre des Hommes advocates for the prevention of all forms of online violence against children, particularly situations where children are at risk of exploitation. Technological advances are rapidly transforming the lives of children. Policy makers must act urgently and proactively to make child online safety a reality. The toolkit is an excellent tool for CSOs and a comprehensive guide for policy makers to develop preventative actions integrating safety by design rather than only focus on re-actively respond to online harm.”
Doreen Bogdan-Martin, Director of the ITU Telecommunication Development Bureau
“For over ten years, ITU’s dedicated Child Online Protection Initiative has advocated for child online safety. We are delighted to endorse this Toolkit, a practical tool built on internationally validated recommendations and guidelines, such as the ITU Guidelines on child online protection. We are happy to include the Toolkit in our online self-paced trainings for policymakers, and strongly believe that only by joining efforts through international cooperation, can we achieve positive change for every child online.”
“It’s hard to emphasise enough the urgency with which the global community must act to make online child safety a reality. The challenge isn’t articulating or even imagining a safe digital future for children, it’s about how we get there – how do we translate this shared vision into practical steps? The Toolkit is a key part of these efforts, offering best practice examples from around the world, and actions that every stakeholder can take to build a safer internet.”

Mikiko Otani
Chair, UN Committee on the Rights of the Child
“I think that 5Rights and their partners did a wonderful job presenting this toolkit, because it is a practical tool for policy makers, the tech sector, and involves the children too. This is the kind of thing we need to promote. We need to work together with the children to share their feeling of urgency, and make them the centre of the work we are doing.”
